Since 2003, Shanghai Municipal Government has begun to vigorously promote the recycling of asphalt old materials in the field of road construction. It is expressly stated that the constructors must apply for excavation construction licenses before excavating the road, and must make a commitment to recycle old materials. Through efforts in recent years, 380,000 tons of used asphalt has been recycled and used, and 210,000 tons of old materials have been used.
