Shanghai formulates waste asphalt recycling policy

The used asphalt of road excavation is no longer treated as slag and can be reused for reuse. The Shanghai Central Link Project has clearly adopted all recycled heat-recycling materials to lay the middle and lower floors of the ground road. The entire project is expected to use about 280,000 tons of asphalt recycled materials. It is reported that Shanghai has been formulating corresponding policies to guide construction companies in the construction of roads using asphalt recycling technology.
In the past, Shanghai construction, old asphalt mixed with waste asphalt of excavated roads was treated as dregs, roads were re-paved, new asphalt and new stone materials were used as filling materials, and not only annual consumption was needed from Jiangsu and Zhejiang provinces. Tens of thousands of tons of stone in the mine, and the excavation, accumulation, and disposal of waste asphalt old material, washed by rain, polluted the ground water. Not only increase the disposal costs of waste and used materials, but also cause waste of resources.
In the second half of 2002, the Shanghai Municipal Government organized relevant personnel to conduct research and research to formulate relevant standards and management regulations for the recycling of used bituminous stones, and established procedures and networks for recycling and reuse of used asphalt. There are two kinds of methods for the production of hot reclaimed mixed materials: industrial thermal regenerated mixture and on-site thermal regenerated mixed materials. According to the geographical distribution of Shanghai, four asphalt mixture manufacturers were selected. At the end of last year, two more were used as recycling points for Shanghai's used asphalt mixture. At the same time, the process equipment for industrialized thermal recycling materials was renewed and transformed. The construction site's waste materials were sent directly to the factory.
Indoor trials and actual trials of the project show that the technical indicators such as the strength of the hot reclaimed mixture all meet the same technical specifications of the asphalt mixture, and the performance of the recycled asphalt mixture is exactly the same as the new material. Since 2003, Shanghai Municipal Government has begun to vigorously promote the recycling of asphalt old materials in the field of road construction. It is expressly stated that the constructors must apply for excavation construction licenses before excavating the road, and must make a commitment to recycle old materials. Through efforts in recent years, 380,000 tons of used asphalt has been recycled and used, and 210,000 tons of old materials have been used. Based on the blending amount of 30% of used asphalt, more than 700,000 tons of road-based heat-reclaimed mixture has been used.
It is reported that in the future, the old asphalt pavement excavated in large, medium-sized, medium-sized, renovated, and large-scale projects in Shanghai will be recycled, and the scope of use of recycled asphalt mixtures will be gradually expanded. The Shanghai municipal government actively supports the recycling of used asphalt, and the relevant departments are working on formulating regulations governing the recycling and utilization of old road materials in Shanghai. The thermal recycling compound factory production enterprises have enjoyed preferential policies for increasing value-added tax.
