Li Yizhong pointed out in his report that the mistakes in the macroeconomic policies of the United States and various errors at the micro level are the root causes of the financial crisis. The financial crisis has had a serious impact on our industry. Through the introduction and implementation of the series of national policies and measures, at present, some regions and industries have begun to show positive signs. At the same time, we must realize that the situation is still grim and that the industry is still in its most difficult period. The superiority of China’s basic national conditions, development stage, and socialist system will help us overcome difficulties and overcome the crisis. We are fully confident that we have the ability to overcome difficulties, survive the harsh winter of the international financial crisis, and usher in the spring of vigorous industrial development.
Focus on seven major tasks
Li Yizhong pointed out that in the early years after the founding of the People's Republic of China, our country’s industrial base was very weak. From the 1950s to the 1970s, China initially established an independent and complete industrial system. Since the Third Plenary Session of the Eleventh Central Committee, China's industrial industry has persisted in deepening reforms, opening wider to the outside world, and accelerating technological progress. The industrial economy has achieved a leap-forward development.
The rapid growth of industrial production, the rapid expansion of economic scale, and the overall strength has increased significantly. The industrial system was basically established and the structural adjustment achieved remarkable results. Industrial science and technology innovation capability has improved significantly. The dominant position of industry in the national economy has been further strengthened.
At present, under the impact of the international financial crisis, China’s industrial economy has been severely affected, the international and domestic market demand has shrunk, the contradiction between overcapacity has been highlighted, the output of major industrial industries has declined, the price of raw material markets has fallen sharply, and the difficulty in production and operation of enterprises has deepened. Profitability continues to decline.
Industry is the main body of the national economy. The protection industry is to ensure the development, employment, stability, and protection of the overall situation. The state has issued a series of supportive policies for industrial development. The Ministry of Industry and Information Technology has carried out seven major tasks in implementing the spirit of the Central Government: first, actively promote the introduction and implementation of relevant policies; second, formulate and implement ten key industrial adjustment and revitalization plans; and third, increase the technological transformation, restructuring, and restructuring of enterprises. Li Yizhong said that through the introduction and implementation of the series of national policies and measures, some regions and industries began to show positive signs. In the first two months of this year, the rate of power generation decline fell from 4%, 9.6% and 7.9% in October, November and December last year to 3.7%. The effects of policies such as “Home Appliances Going to the Countrysideâ€, “Agricultural Machinery to the Countrysideâ€, and “Automobiles and Motorcycles Going to the Countryside†began to appear. Expanding domestic demand and maintaining growth policies have brought new opportunities to the construction materials, machinery and chemical industries. Raising the export tax rebate rate has slowed down the decline in exports of major industrial products. The TD-SCDMA construction is progressing steadily.
At the same time, we must also see that the situation facing the industrial economy is still grim. The world economy continues to decline and has not yet bottomed out. The sharp decline in external demand and some deep-seated structural problems are still difficult to solve in a short time. There are still many difficult factors affecting the next industrial trend. It mainly includes: It will take some time before all the policies and measures for adjustment and revitalization planning are fully implemented and fully utilized; The continued rapid growth of investment in fixed assets is a key condition for whether raw material industry and equipment manufacturing industry can emerge from the predicament as soon as possible; The consumer goods market is active, but the proportion of light industry in the industrial added value is only about one-third, which is not enough to make up for the sharp fall in the growth rate of heavy industry; the problem of financing difficulties for SMEs has not been fundamentally changed; the rescue measures of developed countries will be effective, Whether trade protectionism can be effectively contained or not, and uncertainties such as whether international commodity prices tend to stabilize are still increasing.
Li Yizhong said that the key to overcoming the crisis is to thoroughly implement the scientific concept of development and conscientiously implement the major decisions of the central government.
